本文通过对"原生形态"文化民族主义产生的经济和政治基础进行分析后认为,德国之所以在当时没能给文化民族主义以充实的政治诉求,是因为经济的滞后和政治框架的残缺;德国文化民族主义产生的独特经济、政治基础是全球第一次民族主义浪潮之普遍性经济和政治基础的一个悖论。而无论是就整个世界而言,还是就各国内部而言,经济与政治发展不平衡是常态,所以文化民族主义的产生和发展具有普遍性。对文化民族主义产生的机理进行全面研究,有助于采取措施对其加以积极引导、合理利用。

By analyzing the economic and political foundation of cultural nationalism in primary form, this article holds that the lack of substantial political pursuit for Germany cultural nationalism due to the lagging economic development and the incomplete political framework; The unique economic and political foundation coming from Germany cultural nationalism is a paradox to the universal economic and political foundation in the first global wave of nationalism. Since it is normal that economic development is imbalance to political development not only in the whole world, but also in cases within all countries, the production and development of cultural nationalism is universal. The comprehensive study on the mechanism of cultural nationalism would contribute to guiding and using it actively.
