中欧监督制度的若干比较和借鉴

A Comparative Study on Supervision Institution Between China and European Countries

运用功能比较的方法,以我国和欧盟及其成员国的有关监督制度为比较对象,说明二者在历史背景、制度保障、选任资格和功能作用上具有共同的起点,分属以内部监督为主和以外部监督为主的模式。同时,借鉴欧盟监察专员的成功经验,对比我国现行的监督制度和《监督法》,提出一些建议,以期完善我国的监督制度。

It makes a comparison on supervision institution between China and European Union, by using functional comparison in order to illustrate the same beginning point of historical background, institutional guarantee, qualification of election and its function between China and European Union. Both of them can be defined as interior supervision and exterior supervision respectively. At the same time, a comparative study will be made on institution and supervision in China by drawing on the experience of European Union so as to present some suggestions and improve the supervision institution of our country.
