Qingdao is a typical modern colony city, and also a national historical and cultural city. With an introduction of the city history and city characteristics, the paper analyses the contradictions and the present problems of old Qingdao concerning the guiding principle, residential environment, city context, construction policies, law and management and so on. It proves a way-out that a thorough study of these problems mentioned above may be of benefit to the problem settlement, the conservation and construction of the old city.
