针对上一轮规划存在的问题,提出了新形势下开发土地利用规划编制信息系统的必要性和设计思路,尤其把环境影响评价引入规划编制的过程中,为土地优化配置、合理利用土地提供了决策依据。

According to the new national requirements of modifying and making land use plan, and aiming at the problems in the last around land use plan, the paper puts forward the necessary and design ideas of developing land use plan making system under new situation, especially introduces the evaluation of environmental effects in the process of land use plan making system. It provides the decision -making basis for the reasonable using land and optimizing land allocation and promotes the scientificity ,feasibility and operability of land use plan making.
