Study on the Debt of the Local Government

近年来,我国地方政府债务问题困扰着地方经济的发展,本文在对政府债务进行分类、界定的基础上,通过对广西地方债务现状与问题的分析,提出了防范和化解地方政府债务问题的对策:要逐步调整和完善现行的财政管理体制;建立健全各级地方政府债务控制体系和管理制度;清查各级政府债务存量状态;加快国有企业改革,化解地方政府或有债务;严格控制政府债务新增规模;加强地方人大对地方债务的监控;积极化解处理不良债务。

In recent years, the question of local government debt has troubled the development of local economy. In this article, the local government debt was classified and specified. The current situation and questions of the government debt in Guangxi was analysed. Some ways to cope with the question were given： adjusting and improving fiscal system step by step; setting up and perfecting debt controlling and management system at every local government; checking the situation of every local government debt; speeding up state - owned enterprise reform and eliminating local government contingent liabilities; strictly controlling increase on local government debt; strengthening local People＇s Congress to monitor local government debt; eliminating and dealing with adverse debt.
