Abstract The national enterprise reform is a gigantic system project. Therefore, there exist complex prolblems during the course of the reform. If the effective reform is realized, we must insist on dialectical materialism and historical materialism against idealism and metaphysics. The scientific world outlook and methodology should be used to guide the practice of the reform. We also see perfectly well the relationships between the government and national enterprises, and the problems of the focus on the national enterprise reform, etc.
