Improving the Efficiency of Saving Energy Resources and Lessening Pollutants Discharges:Thoughts on the Issue of Energy Economizing and Pollutants Lessening in Zhenhai District of Ningbo

节能减排是转变经济增长方式、实现可持续发展的要求。针对镇海区实际,提高节能减排有效性,应该树立科学理念、重源头控制、抓重点治理、走创新之路、建有效载体、创长效机制、强法治体系。

Energy saving and lessening pollutants discharges is essential for changing the manner of economic growth to maintain sustainable development. It is argued that, considering the current situation in Zhenhai District, concerning the issue of economizing on energy resources and lessening pollutants discharges, there should be found some scientific notions and some effective measures like controlling the sources of pollution, handling key pollution problems, innovating methods, establishing a long-term monitoring mechanism and streugthening the legal ruling system.
