Work safety in coal sector:its nature for public good and governmental function displayed

研究了煤炭行业安全成本与安全效益的特点,论证了煤炭行业安全生产具有公益性的性质。基于煤炭行业的安全性、安全成本与安全效益特征,分析了政府介入煤炭行业安全生产的6项措施。

This paper presents a study on the work safety costs and characteristics of work safety benefits in the coal sector.The paper holds that coal sector work safety is also of the nature of offering public good.Based on the characteristics of public good,work safety costs and work safety benefits,this paper also gives an analysis of 5 governmental measures as government interventions for work safety in the coal sector.
