公共服务均等化——我国新农村公共服务体系建构的价值取向

Equalization of Public Services——Value Orientation of China's New Rural Public Service System

随着社会主义新农村建设的全面展开,我国农村公共服务体系作为改革的核心之一,存在着立法、理念等困境,阻碍了"三农"问题的顺利解决。在对农村公共服务体系的变革与现状及存在困境进行分析的基础上,提出要在公共服务型政府建设的理念下,构建农村公共服务均等化为价值取向的完善的农村公共服务体系的政策思路。

With the construction of a new socialist countryside au-round, as one of reform cores, our public service system in rural areas, exists plights such as legislation, ideal and so on, which impedes the ＂three rural＂ issues to be resolved smoothly. Based on the analysis of rural public service system reform, its current situation and its difficulties, this paper proposes a policy idea that we should construct sound rural public services by taking value orientation services under the ideal of constructing a public service-oriented government.
