This paper from the perspective of harmony and development probes into the construction of the cul-ture, the management system, and the evaluation of the curriculum, harmony is the key to the education curriculum -management system, the value orientation, construction goal, construction content, and assessment criterion of the system, and holds that to be harmonious is the crux of constructing the system. Thus the meaning of ＂harmony＂ must be correctly understood in the respects of the overall situation and development. And the construction of the system must be evaluated from the perspective of the learner.
