分析了鸡西市城市垃圾治理存在的问题,借鉴发达国家经验,结合实际,今后鸡西市城市生活垃圾管理思路要实现两个转变,即从重点运用技术手段的单一治理思路向全面运用法律、经济和技术手段的综合治理思路转变,从重点实施末端无害化处理思路向源头减量、再循环利用、污染防治的全过程控制思路转变,从源头上和最终排放量上实现减量化,并最大限度地实现资源化,提高资源生产率和循环利用率。

With an analysis of the garbage treatment problem of Jixi city, learning the experience of developed countries and in light of reality, the idea of Jixi City domestic garbage in the future should be transferred in two ways： from the idea of focusing on the use of technical means of a single comprehensive management to the idea of the use of legal, economic and technical means of comprehensive management and from the idea of focusing on the implementation of sound processing terminal to the controlling idea of source reduction, recycling and pollution prevention. To improve resource productivity and cycling utilization rate, we should reduce the ultimate emissions.
