With the development of the globalization of economy, the promotion of information technology and continuous improvement of management mode, the means of market competition has changed from the original competition between enterprises to the competition between supply chains. Oil drilling enterprises are the upstream oil sector enterprises. Their costs directly affect on the whole oil price. The government should expedite the introduction of advanced supply chain management, integrate the modern supply chain management system, lower the cost of enterprises＇operations, and strengthen the cooperation with other enterprises to enhance core competitiveness.
