In judicial practive,it is difficult to compensate the two kinds of road traffic accidents,like the accident between motor vehicles and the accident between motor vehicle and non-motor vehicle or pedestrian.The main causes include the limited compensation ability of the person held responsible,inaccessbility of agreement,the increasing cscaping behavior after traffic road accident.There are several approaches to the problem,such as strengthening the sense of insurance,tranferring the risk of the vehicles in the road traffic accident,improving the compensation ability,perfecting the legislation and execution of compensation for the road traffic accident,starting the property preservation system before prosecution or the social assistance fund system and strengthening judicial rescue.
