一 依法治国的理念和思想，是古代先哲的伟大创造，是人类最重要的历史文化遗产之一。
早在公元前5世纪的古代西方就已经诞生了法治的思想。在古希腊伟大思想家柏拉图（Plato，公元前427-前347）的後期思想中，开始重视法律在政治生活中的重要性。他认为，如果一个国家的统治者不是哲学家，而且在较短的时间内又没有好的方法把统治者变成哲学家，则法治仍然比人治要好。
