The Evaluation and Referencial Value of Singapore's Social Security System

摘要新加坡中央公积金制度是世界上为数不多的不具备再分配功能的养老金计划模式,它适应了新加坡在经济起飞时期的经济和社会特点,不仅实现了社会保障的目的,而且为保持社会稳定和经济持续增长提供了有力的制度保证,是东亚地区社会保障制度成功的特例与典范。但是该制度也存在着许多问题,如:难以达到社会共济的目的;低薪雇员的保障水平较低,影响社会公平;缴费率较高,企业负担重,不利于市场竞争等。对新加坡中央公积金制度进行利弊分析,借鉴其成功之处,对于完善我国社会保障制度有一定的意义。
