文件制度是当代中国政治一个不可缺少的组成部分,它对于更好地理解政治过程具有十分重要的学术价值。作为政治沟通的一个基本通道,文件制度不仅传递信息、发布行政指令,它还具有政治统治、政治转换与政治执行的功能。本文从文件制度的基本特质入手,在对文件形成的过程进行分析的基础之上,重点探讨文件制度的沟通功能及其沟通偏差问题。通过对这一问题的分析,我们能够更加客观地认识当代中国政治过程的独特性。

The document system, an indispensable ingredient of Chinese politics, is academically significant for further understanding the political process. As a basic channel of political communication, the document system not only transfers information and issue administrative commands but also serves following functions： political governance, political transformation and political enforcement. Based on the analysis of the formation process of documents, this paper focuses on the communication functions and communication distortion of the document system. This analysis helps us more objectively appreciate the particular characteristics of the political process in contemporary China.
