Protection and Construction of Ecological Security Defense of Tibetan Plateau

阐述西藏高原生态环境的现状与特点以及管理现状与成效。分析西藏林业发展中存在着的协调管理不利、资金投入严重不足、保护管理意识淡薄等问题。提出树立生态环境建设的新理念,积极开发和利用替代性新能源,发挥舆论监督作用,增加投入,科学规划、分期整治等西藏高原生态安全屏障保护与建设的对策。

The paper elaborates the present condition, characteristics and achievement of Tibetan plateau＇ s ecological environment, and analyzes the problems in Tibetan forestry development including unsound coordination management, insufficient input, poor awareness for protection and management. Based on analysis of these problems, it also proposes countermeasures for protection and construction of ecological security defense of Tibetan plateau such as new concept of ecological environment construction, active use of substitute new energy, public opinion＇ s supervision role, scientific planning and stage renovation and so on.
