The Operating Mechanism of Non-governmental Policy Research Organizations in China

民间政策研究组织是公共政策决策系统不可替代的组成部分。鉴于中国民间政策研究组织数量少、市场化程度低、人才匮乏,且经费不足、组织松散,难以真正发挥公共政策研究和咨询作用,本文详细论述了中国民间政策研究组织的运行机制:筹款机制、互动机制、信息共享机制、用人机制、人员流动机制、成果推销机制以及国际合作机制,以期进一步发展和完善中国民间政策研究组织。

Non-governmental policy research organization is an irreplaceable component in public policy decision-making system. As China＇s non-government research organizations are loosely organized with small quantities, low degree of marketization, lack of funding as well as personnel, they can hardly play real public policy research and advisory role. This paper discusses in detail their operating mechanisms： funding mechanism, interaction mechanism, information sharing mechanism, employing mechanism, staff movement mechanism, research-result marketing mechanism and international cooperation mechanism, which may further develop and improve non-government research organizations in China.
