關文與唐代地方政府内部的行政運作——以新獲吐魯番文書爲中心

Guan and the Administrative Operation of the Local Government in the Tang Dynasty: Based on the Newly-discovered Documents from Turfan

本文首先对吐鲁番新发现的《唐永徽五年至六年（654-655）安西都护府案卷为安门等事》文书进行了细致解读，并由此出发，清理了敦煌吐鲁番文书中与关文有关的文书，特别讨论了关文的成立与用印制度之关系、关文所反映的录事司与各曹关系，以及县衙各司之间关文的使用情况。我们相信，对关文格式与运行的研究将有助于加深对唐代地方政府内部政务运行机制的理解．

Guan 關 was one of the three forms of official documents circulated in the different sects with the same administrative level during the Tang period. Based on careful analysis to some newly-discovered documents from Turfan, Xinjiang, this article discusses some important questions related to Guan. For example, the use of official seals on Guan documents, the core status of Lushi Sect 録事司 in the local governments, and the relationship between Lushi Sect and other official sects, etc. It is believed that the discussion deepens our understanding of the administrative operation of the local government in the Tang Dynasty.
