论放松规制——政府规制改革的方向

On Deregulation—Orientation of the Reform of Government Regulations

自20世纪70年代以来,放松规制成为世界各国政府规制改革的主要趋势。从理论研究和现实依据两个方面来阐述放松规制的理由和根据,提出放松政府规制是一项系统的政府改革工程,在新一轮的改革中将继续扮演重要的角色。

Deregulation has been the main trend of reform of government regulations in various countries all over the world since the 1970s. This thesis tries to explain the reasons of deregulation from the perspective of theoretical research and actual practice, pointing out that deregulation is a systematical project of the governmental reform. And in another round of reform, it will continue to play a very important role.
