农民工社会养老保险制度研究

On Social Endowment Insurance System for Peasant Workers

1990年以来,农民工养老保险问题越来越受到政府和社会的关注.不少地方政府都进行了积极的探索,设计了各具特色的农民工养老保险制度.但是,这些制度安排的效果并不理想.文章对当前中国农民工养老保险制度的现状、困境以及不同的制度安排进行了描述、分析和评述,提出了在关注和设计中国农民工群体的养老保险制度时,需要深入思考和把握的3个问题。

Many local endowment insurance governments have paid more and more attention to the social of the Chinese peasant workers, taking efforts to make social endowment insurance systems going with its own characteristics respectively. However, the arrangements made so far are not so desirable. The paper will describe, analyze and discuss the situation, problems and various schemes being tried at large. At the end, the paper will bring up three fundamental questions to be considered-in designing a proper social endowment insurance system for the Chinese peasant workers.
