公民问题历来就是政治和教育的核心问题。通过教育培养社会所需要的合格公民历来也是教育的最终目标。因此,公民教育越来越受到世界各国的普遍重视。关于什么是公民教育这一问题,中外学者见仁见智,看法各异。在对公民资格和公民阐释的基础上,对公民教育概念进行辨析。

The issue of citizenship has been essential in politics and education. It has been the final goal of education to cultivate the qualified citizens for the society by means of education. Therefore,all the countries in the world have attached great importance to the education of citizenship. As far as the issue of citizenship is concerned, the scholars in our country and abroad hold various opinions. On the basis of the qualifications ot： citizenship and the interpretation of citizenship,this paper diffierentiates and analyzes the notion of the education of citizenship.
