现实中,政策执行不到位的问题大量存在,这不仅影响政策的严肃性和权威性,而且影响执政意图和治国理念,甚至影响执政地位和执政基础。经济学中的"委托——代理"理论研究解决企业治理中的"委托代理"问题。但它对解决政策执行不到位的问题,对提高政策的执行力有很大的启示和借鉴之处。

In reality, many public policies have not been implemented at all which not only influences the seriousness and authority of public policies, but impacts the ruling intents and the country concepts, even the ruling status and ruling foundation. In economics, the research theory of the ＂principal-agent＂ solves the problem of principal-agent about corporate governance. However, it has a great inspiration and reference to resolve the problem of public policies＇ non-implementation and to improve the implementation of the public policy.
