Application of Market Mechanism to Water Pollution Treatment——Research into the Feasibility of Industrializing Water Pollution Treatment of the Huai River in Bengbu

淮河水污染治理一直受到各级政府和全国人民的关注,但到目前为止淮河水污染治理效果并不令人满意,淮河水污染防治行业出路在何方,能否产业化?本文通过对蚌埠市居民、水利部门和企业单位三者的调查,对政府主导的治污体制下水污染治理现状进行实证分析,找出在当前体制下水污染治理不力的原因;然后分析治污行业进行产业化的必要性和可行性;最后提出了切实可行的治污行业产业化的政策建议。

The water pollution treatment of the Huai River has attracted the attention of the governments and people in China. Unfortunately, the result of the treatment has not been very satisfactory. What is the way out？ Can it be industrialized？ Based on the investigation into Bengbu civilians, departments of water resources and wastewater treatment plants, this paper attempts to study the feasibility of industrializing water pollution treatment. An empirical study is conducted to study the present status of waste water treatment managed by the government and the reason for the poor treatment. At the end of the paper, a feasible policy, i.e. industrializing waste water treatment, is suggested.
