福建沿海地区农村基础设施供给方式创新研究

Innovating method of rural infrastructural facilities supply in Fujian costal areas

建设社会主义新农村要求改善农村基础设施;发展农村基础设施建设将对新农村建设起到重要作用。本文根据对福建沿海地区部分农村基础设施调查的结果,分析当前农村基础设施供给存在的问题,即供给不足、结构不合理、权责不对称和市场化水平低以及地区差异大,并基于建设社会主义新农村以及农村税费改革的大背景下,从供给主体体系、供给空间顺序和筹资渠道以及决策机制等方面提出创新农村基础设施供给方式的若干思路。

The construction of a new socialist countryside （NSC） requires improving rural inirastructural tacilities which plays an important role in building a new socialist countryside. Therefore, based on the survey of rural infrastructure in Fujian coastal areas, this article analyzes the existing problems in rural infrastructure provisions, such as inadequate supplies, unreasonable structure, asymmetric responsibilities, the low level of market-orlented system and the great regional differences etc. Hereby, innovative suggestions about not only the supply system and sequence of the infrastructure in the countryside but the funding channel, policy making mechanism as well are discussed under the background of reform of the rural taxes and administrative charges and building a new socialist countryside in the local conditions in Fujian coastal areas.
