The issue of copyright in the construction of web - based digital libraries have become a very urgent issues whieh should never be neglected. This essay makes further research on the resources eonstmetion of the digital libraries, the copyright issues in the process of upload, download, duplieation, and use by the digital libraries. Finally some constructive suggestions have been proposed.
