This paper tries to adopt the WebGIS technique, using the B/S structure to develop a Web map releasing system about urban public safety and emergency rescue. With the item of public safety emergency foundation platform about HuangShi City, this paper use the ArclMS and ArcGIS Server software＇ s of the ESRI company to develop a web map releasing system about urban public safety and emergency respectively.
