北洋政府的涉农公共财政活动

Agriculture-related Public Finance of Beiyang Government

民国前期的北洋政府,对"三农"索取多而给予少。在增加农民经济负担的同时,还给农民带来数不清的兵祸或战难。而在救济灾荒和振兴农事方面,当局虽然曾从财政收入中拨出一些专款扶持垦殖和畜牧业,保护劳动力,但支助力度小,工作做得很不够。而在更多的时候则是损害"三农",导致当时农业生产力下降,农村经济凋敝。

Beiyang government of early Minguo period exploit peasants to a great extent. Farmers＇economic burden was heavy, and they also suffered from wars. Although the authority invested some special money on supporting land cultivation and animal husbandry, the amount was far not enough. In most cases, farmers＇interest was in fact harmed, which caused decline of agricultural productivity and rural economy.
