搞好区域卫生规划 促进职工医疗保障制度改革

九江市于1990年被列为卫生部推行区域卫生规划的试点市之一。6年来,市政府一直把区域卫生规划的实施作为政府行为,切实加强领导,计委、财政、物价、城建等多部门积极参与,紧密协作,齐抓共管。卫生部门对全市存量和增量卫生资源实行了宏观调控,在结构上进行横向和纵向调整。利用世行贷款和财政拨款增加投入,加强了医疗卫生服务网络的建设,使各级医疗卫生机构提高了综合服务能力。全市卫生工作整体协调发展,降低了疾病的发(患)病率,提高了居民健康水平和生活质量。

Jiu Jiang has been listed as an experimental city for carrying out regional health programme by MOPH since 1990. The health department in Jiu Jiang has carried out macro regulation for the available quantities and additional quantities of health resources,and has adjusted structures generally. In 1994,Jiu Jing was listed as an experimental city of the reform of employees' medical care system. The regional health programme lays the groundwork for the reform of employees'medical care system, on the other hand,the reform of employees' medical care system push the process of regional health programme. Now the distribution of health institutes trends to reasonable,the disposition of health resources is perfected,the over increase of medical expenditures is restrained effectively,the ability of hospital comprehensive services is improved and the average of inpatients hospitalized days is decreased.
