对我国高校收费立法的评析

An Analysis of the Legislation of Charge of Our Colleges and Universities

我国高校的收费问题是一个社会难点问题,普通百姓的反映一直很强烈,政府虽然采取了一些措施但是难见成效。通过调查和分析研究,我们发现其中的原因除了我国当前的教育政策影响以外,另一个非常重要的原因就是我国当前有关高校收费的法律制度本身不健全;现有的法律制度主要由政府部门制订的部门规章组成,法律位节比较低,而且政出多门难以统一。要想改变和完善我国高校收费的现状,应该首先从建立和完善教育收费立法入手。

The question of the charge of our colleges and universities has been a serious social problem in china. Many people have expressed their dissatisfaction with it, and there is little effect though the government has done something about it. Through investigation and research, we find that the key to the question is the legislation of charge of our colleges and universities. There is a lot of defects of the current legal system, especially when the laws are done mainly made by different departments. And there is another cause which comes from the education policies. To change the situation, we think that we should improve the legislation first.
