独立学院亟待解决的几个问题

独立学院是近年来高等教育改革大背景下出现的以民办机制运作的办学形式,是我国高等教育办学体制改革新的突破点。独立学院的产生有其客观必然性,是计划经济向市场经济体制发展的产物。从总体上看,独立学院的发展是健康的,基本符合教育部关于试办独立学院形式的要求;但是,独立学院在发展中,不可避免地会出现一些困难、问题和矛盾。如:产权界定问题、政策环境问题、办学定位问题、融资问题、教学管理问题等,因此探讨独立学院的发展历程及存在问题,分析其发展趋势,对独立学院的健康持续发展具有重要的意义。

Du Li Xue Yuan （Independently-run colleges）, colleges financially supported by non-governmental factors and academically and administratively cushioned by famous universities, emerge against the background of higher education reform, and become a new breakthrough in the running mode of higher education. As a result of changing from planned economy to market economy,Du Li Xue Yuan （Independently-run colleges） comes into being inevitably. On the whole, Du Li Xue Yuan （Independently- run colleges） is on a healthy developing way, satisfying requirements about running pilot Du Li Xue Yuan （Independently-run colleges） by Ministry of Education; meanwhile, there are some inevitable problems, difficulties, and conflicts in its developing process, such as definition of property rights, developing policies and environments, school-running orientation, financing, teaching administration etc. It is of great significance for the sustainable and healthy development of Du Li Xue Yuan （Independently-run colleges） to probe into its development and the problems and analyze its development tendency.
