"Frontier Defense V.S.Maritime Defense" and Geopolitical Strategy Choice of Current China

19世纪下半叶中国国内发生了一场关于海防与塞防孰先孰后的大讨论。在当时的特定情境中,从地缘政治与地缘经济等角度分析,海防当属重要、紧急之事。相比而言,塞防则属于紧急但非重要之事。前事不忘,后事之师。时至今日,这场争论仍然可为当前中国国家安全战略选择提供有益参考。随着国家利益的不断扩展,中国应愈益重视海防在国家安全战略中的作用。

This paper focuses on a historical review of the debate about ＂Frontier Defense V.S. Maritime Defense＂ in the later Ching Dynasty. After the detailed analysis and discussion, the conclusion is that ＂ Frontier Defense＂ was less vital than ＂Maritime Defense＂ at that time when geopolitics was taken into account. Besides, the ＂ Debate＂ itself also sheds some light on nowadays security strategy choice of China, which tells that ＂ Maritime Defense＂ still stands out as a key element in the Chinese national security strategy with the development of national interests.
