高等教育规模经济与范围经济的政策抉择

The policy choice of scale economy and scope economy in higher education

高等教育扩张伊始,规模经济效应显著,但规模持续扩张又会失去这种优势,范围经济则不然。高等教育规模经济与范围经济都是历史阶段的产物,二者不应对立,而应相互补充,但范围经济更适合当前我国高等教育发展的国情。发展范围经济的政策建议:优化高等教育结构,主张多元办学形式;高校特色定位,合理配置各项资源;完善高等学校职能,实现多重办学目标;控制高教数量,提高高教质量,并呼吁范围经济系统的构建。

Economy of scale and economy of scope are both products of history stage. In the beginning of higher education enlargement, economy of scope was very obvious, With the enlargement of higher education, economy of scope lost its advantage and gave it way to economy of scope gradually. The paper explores the relationship between economy of scale and economy of scope, thus gives some policy suggestions to develop economy of scope： to make structure of higher education better and stuck to the way of connotation; to divide higher education into different layer and allot resources respectively; to promote function of higher education by setting up multiple goals; to control quantity and enhance quality. The construction of system of economy of scope can be expected in the future.
