摘要
《城市规划管理技术规定》应由政府组织编制,在广泛征求公众的意见后依法报批;应坚持公平原则,不断补充完善和更新其内容,不可随意规定用地兼容性。《城市规划管理技术规定》的内容应以"强制性"指标为主,可适当放宽对"非强制性"指标的规定,范围应覆盖整个城市规划区。
Urban planning management technical regulation shall be made by the govemment focusing on impartiality, integration, renewal, and compatibility, based on the public＇s opinion. Its content shall mainly consist of compulsory indexes and cover the urban planning area.
