摘要
规划设计的基本思想是延续原欧博迈亚公司所做的行政中心区的竞赛规划方案，即“两轴”和“东柔和西硬”。南北向的轴线自由、开放、通透，仅有行政中心大楼坐落其上，行政中心大楼如同一座开敞的迎宾大门，南北轴线从其下穿过。基于详细的Ⅸ东部行政区主要功能建筑需求表》，各个功能建筑被重新进行了设计，不同的建筑用房按照功能要求和相互关系，
The basic planning idea originates from the competition concept in the administration region from OBERMEYER, namely the ,,two axis＂ and ＂soft in the east and hard in the west＂. The axis in the north-south direction is free, open and transparent. Only the mansion of the administration center is built onto it.
