Building Government Response Mechanism for Crisis Control

危机管理是政府的重要职能,但政府应对危机必须适度。本文从经济学的效率理性、政治学的保守理性、社会学的自治理性三个方面探讨了危机管理适度应对的必要性;从适度应对的前提、约束条件、目标函数以及检验条件等方面,构建了危机管理适度应对的模型,提出了建立危机管理适度应对机制的相关建议。

The crisis control is an important responsibility of file government. But the government should have to be moderate to the crisis. This paper discusses the necessity of moderate response of the government to crisis control from the points of the efficiency rationality of the economics, the conservative rationality of the politics and the autonomous rationality of the sociology ; the paper also set up the model, and propose to set up the moderate response mechanism of the government to crisis from moderate aspect and so on response premise, restraint condition, objective function as well as examination condition.
