The Policy Innovation:Discussion on the Government Purchasing System for Colleges and Universities Library

政府采购制度是国家公共支出管理的一项重要制度。本文分析了高校图书馆政府采购存在的过分注重中标价格、不能完全兑现合同、招标程序复杂导致图书滞后性、缺乏监管机制等主要弊端,并提出了相应的建议和解决措施。

The Government Purchasing System is one of the important systems of national public expenditure management. This paper analyzed some main malpraetiees of government purchase in colleges and universities library： excessively emphasizing bidding price; partially fulfilling contracts; books were lagged due to the complication of bidding procedures and lack of supervising system. Corresponding proposals and countermeasures were brought forward to improve the system.
