阐释了人文奥运实施的现实难度与困惑。在此基础上,提出了人文奥运实施定位和具体措施。研究认为,人文奥运实施的定位应具有一定的目标层次。低层次目标是保证奥运会的正常举办;中间层次的目标是我国获得较好成绩,项目发展水平有所提高和突破,北京经济社会的全面发展和进步;高层次的目标是通过实施人文奥运来促进我国体育事业改革,加速中国社会发展与进步。具体措施:把奥林匹克精神与中国国情相结合,树立正确的奥林匹克体育观;切实体现奥运赛事人文关怀;深入推广奥林匹克知识教育;整理、保护和开发中华民族传统体育文化;提高市民素质。

This study released the realistic difficulties in humanism Olympics and put forward some practical measures. The research suggested that it should have three levels of target in humanism Olympics. The first level was to guarantee the Olympic Games to be hold normally, the second level was that China acquired good scores and sports development level can be broken though and Beijing＇s economy and social development got progress. The highest target was to promote sports refrain in China. Some concrete measures was put forwarch, such as combining the Olympic spirit aad Chinese situation together, setting up the right view of Olympics, caring for the event service, expanding the Olympic knowledge, picking up and protect the Chinese traditional sports culture and improving citizen＇s character.
