单位和个人在生产活动中造成了水土流失,因技术等原因无力治理的,或者造成水土保持设施、资源损失的,必须交纳水土保持补偿费。在毕节试验区,水土保持补偿费收取的严重不足给水土流失的防治和生态环境的保护带来了很大的负面影响,所以,针对水土保持补偿费收取过程中存在的问题,完善有关法律法规,切实落实各级水土保持单位的工作资金,提高公众的水土保持意识,就能更好地推进水土保持工作的有序良性发展。
