农村集体土地的征用和拆迁难问题,是现实社会的一个普遍问题。其原因比较复杂,既有城乡二元土地管理体制和政策与现实的矛盾方面的原因,也有政府和基层组织或执行者方面的原因,同时也有拆迁双方对土地所有权、补偿标准、个人利益和成本等方面认识上的原因,需要在实际工作中具体问题具体分析,采用合理的方法解决。

The causes are rather eompllcated, which include the confliction between the land policy and the reality,between the government, and its basic organization or executives the cognition difference between the two sides in requisition on land possession, compensa- tion criteria, personal interest and cost etc..
