The paper introduces the practice of scientific management of water and power saving as well as presents the in-depth analyses concerning the measures taken and achievements made in Zhejiang Normal University. It is considered that in institutions of higher education the effective way of water and power saving depends on improvement of consciousness, sound systems, creative mechanism, strengthening of management.
