开放我国资本账户面临的风险及防范

我国现阶段正依照循序渐进、统筹规划、先易后难、留有余地的原则,分阶段、有选择地逐步推出资本项目开放措施。理论研究和各国实践都证明资本账户的开放是利弊共存的,关键在于如何有效疏导和防范开放带来的系列风险,采取有力措施将资本账户开放的风险降到最低点,保证宏观经济的稳定发展。通过探讨2005年7月21日进行汇率制度改革以来,我国开放资本账户过程中所面临的银行体系风险、资本流动性过剩风险和资本流动逆转风险,提出了防范风险的对策建议。

Our country peresent stage is deferring to proceeds in an orderly wey, the master plan, starts with the easy and then does the difficult, the conservative principle, divides the stage, has the choice to promote the Capital Account Opening measure gradually. The fundamental research and the various countries′ practice all proved the capital account opening is the advantages coexistence ,how does the key lie in effectively unblocks the series risk which and the guard opening brings, takes the powerful measure the risk which opens the capital account to fall the perigee ,the guarantee macroscopic economy stable development. Since this article has dis- cussed on July 21,2005 in this to carry on the exchange rate system reform,in our country opening capital ac- count process faces the bank system risk, the capital Liquidity Surplus risk and the circulation of capital rever- sal risk,put forward the guard risk countermeasure proposal.
