In the subsidies, which are process of houses demolition and relocation , the double agreed in the Contract of Agreement on Compensation and R makeshift settlement esettlement of Houses Demolished and Relocated （property swap） between the demolisher and the relocate, are compensations by legal nature, rather than penalties for overdue housing delivery.
