College and university teachers are the main body in the development of institutions of higher learning. As a matter of fact, the competition between colleges or universities lies in the competition for qualified personnel and teachers who have got higher academic achievements and who are qualified to teach. Therefore, it is very important for colleges and universities to actively and effectively encourage their teaching staff. This paper makes a study of the necessity of establishing encouragement systems for college and university teachers and puts forward how to establish the perfect systems in colleges and universities.
