To a considerable extent, the capability and management level embody the development level of the college, represent the brand and image, and also are the important component of the college＇s core competitiveness. This paper elaborates the chance and challenge which the college constructing the capability of the college middle-level cadres innew century faces, discusses the importance and necessity, and at last raises the recommendations targetedly.
