进城务工农民的不平等待遇及改善措施

The unequal treatment of migrating peasant laborers and its counter-measures

进城务工农民为城市的建设和发展做出了很大的贡献,但他们在城市务工过程中却受到称谓歧视、社会保障歧视、就业歧视、劳动条件、劳动报酬的不平等、自身技能培训待遇的不平等及子女文化教育受歧视等不公平的待遇。本文在分析这些不平等待遇的基础上,提出了健全和完善城市务工农民权益保障的法律法规、推进社会体制改革,扩大公共服务、改革户籍制度,推动城市经济发展、加快农村土地流转制度改革等政策建议。期望通过健全法律法规、改革相关制度,改善进城务工农民的相关待遇,从而实现全社会的和谐和小康。

The peasant-workers have made a very big contribution to the urban construction and development; however, they are discriminated in the titling, the social security, the employment, the working condition and the payment for their labor, in-service skill training and their offspring＇s education. On the basis of depth analysis on these unfair treatments, the article suggests that we should improve the peasant-workers＇protection, reform the social system, expand the public service, change the tenancy system, promote urban economic development, speed up rural land transfer system and so on. We are expected to perfect laws and regulations, change related system and improve the relevant treatment so as to achieve a harmonious well-off society.
