政府规制下无公害农产品生产者的道德风险行为分析——基于江苏省农户的调查

Analyzing moral hazard behaviors of non-environmental pollution agri-product producers under the government regulation—based on a survey of rural households in Jiangsu

控制无公害农产品的质量安全必须从生产源头抓起。利用实证研究的方法,以江苏省331个无公害农产品生产者的调查数据为依据,对生产者道德风险行为进行计量经济分析,研究结果表明:部分无公害农产品生产者没有按照无公害生产标准进行生产,存在道德风险行为;生产者的性别、家庭结构、种植面积、无公害农产品收入比重以及质量安全控制培训、农业合作组织、商品化程度、对食品安全的担心、对监管和违反标准生产处罚的了解程度是影响无公害农产品生产者道德风险行为的主要因素。

To control the quality of agricultural products one must manage from the production headstream. Using the empirical method and the survey data of 331 non-environmental pollution agricultural product producers in Jiangsu, the authors studied the moral hazard behavior of the producers. The results indicate that some of the produce.rs of non-environmental pollution agricultural product didnt operate in accordance with the standard for non-environmental pollution production. The factors influencing the producers of non-environmental pollution agricultural product include the sex, the family configuration, the planting areas, the proportion of non-environmental pollution agricultural product income, the quality control education, the agricultural cooperate organization, the degree of commodity, the concern over food safety, and the awareness of monitoring and punishment due to disobeying the standard.
