京津冀都市圈的发展需要经过强制性协调、诱致性协调到统一对外寻求合作三个阶段;改变二元经济结构模式,实现京津冀的共同繁荣;转变经济增长方式,走可持续发展的道路;在产业结构的合理布局中注重发挥各自的比较优势。
