Summary on Personnel Management System of Chinese Government

我国政府人事管理体制的改革和人事管理机构的调整一直在循序渐进地进行着,但就政府人事管理体制本身而言,我国政府一直采用党和国家集中统一领导,各级党委和政府分部分级管理的人事管理体制。《中华人民共和国公务员法》于2006年1月1日起正式施行,可是政府人事管理体制中的"管理谁——管理对象:关于我国公务员范围与分类问题"、"谁来管——管理主体:关于党政人事管理部门交叉问题"和"怎么管——管理制度:关于国家公务员制度弊端与改革问题"一直是学界关注的焦点,探讨的观点众说纷纭,甚至争论不休。

The reform of personnel management system and the adjustment of personnel management institution are in progress in Chinese government. But to the governmental personnel management system, our government always uses the way of that the Party and the state exercise unified leadership and the local government at all levels decentralize administration. The ＂Civil Servant Law of the People＇s Republic of China＂ has begun in January 1st, 2006. However, the problems in governmental personnel management system, such as the management objects, management subject and management system have been discussed and even argued by scholars.
