从“96·8”洪水谈河南黄河防洪存在的问题及对策

View of Existing Problems and Treatment of the Yellow River Flood Protection in He' nan Province Under Consideration of “96·8” Flood

“96·8”洪水期间，黄河下游河南河段暴露出许多问题：河槽淤积严重，排洪能力大大下降；河道整治工程控导能力下降，滚河的危险加大；防洪工程标准不足，河道工程不配套等。通过对问题的分析，提出了加高加固堤防工程、加快防滚河工程建设、加速河道整治、采取多种措施保障滩区群众安全、加强非工程防洪设施建设等防洪对策。

There have been a lot of problems appeared during'96·8'flood in the He' nan reaches of thelower Yellow River, such as heavy siltation in the river channel, decrease of flood delivery capacity aswell as the controlling and guide ability of river harnessing projects that lead to more dangerous probability of river rolling, poor flood protection standard, and incomplete river channel project system, andso on. Based on analysis of these problems, the following corresponding treatments have been put forward in the paper: heighten and strengthen dykes, speed up the river channel harnessing projects andproventing river rolling construction, apply various measures to ensure the safty of the people in beacharea, and enhance un-project constructions for flood protection, and others.
